HFSS - A New Challenge for Assortment, Planogram and Store Layout Planning

HFSS (High Fat Sugar and Salt) legislation is coming and it’s going to require retailers and manufacturers to seriously re-think their approach to assortment planning, planograms and store layouts.

HFSS refers to a group of products that are calculated to be high in fat, sugar or salt, based on the Department of Health’s Nutrient Profiling Model.  Legislation is being introduced in England, due to come into force from April 2022, that will restrict in-store promotional activity for products in these categories. Ice cream, biscuits, snacks and soft drinks will be amongst those categories affected.

The legislation is very wide ranging, with one of the primary elements being a ban on secondary (off-shelf) displays in stores over 2,000 sq. ft.  Around 40% of products in your average supermarket will be affected by this legislation, which will inevitably lead to a major shake-up of displays at checkouts, store entrances and aisle ends.

It is highly likely that the affected categories will see a negative impact on sales, at least in the short-term, so now is the time to start looking into the potential scenarios and what steps can be taken to mitigate the impact:

  • How will the store macro space be affected as less impulsive products get the feature space?
  • How will planograms be amended to manage the increased demand put on the HFSS category space?
  • Can the breadth of assortment be maintained with the increased pressure on HFSS category space?
